Current Phase: Pilot Run / Grace Period.
Official Mandate Date: July,01. 2026.
According to the regulations set by the UAE National Advance Information Center (NAIC), effective April 1, 2026, all containerized cargo entering UAE ports (including Import, Transshipment, Transit, and Freight Remaining on Board - FROB) will be subject to these rules. Failure to complete the MPCI filing may result in penalties or a "Do Not Load" (DNL) instruction.
Summary of Filing Requirements
To ensure compliance, relevant parties must complete the filing before the cargo is loaded at the last foreign port before arriving in the UAE.
Filing Timeline:
Bill of Lading (HBL/MBL): It is recommended to submit the information at least 24 hours prior to loading.
• Certain shipping lines (e.g., OOCL, CMA CGM) have already requested customers to provide data early for pre-screening.
Filing Parties:
Shipping Lines: Responsible for filing the Master Bill of Lading (MBL).
Freight Forwarders / NVOCCs: Responsible for filing the House Bill of Lading (HBL).
Mandatory Information:
• A valid MPCI ID (the unique identification code of the filing entity).
• Minimum 6-digit HS Code (Harmonized System Code).
• Complete details for the Shipper, Consignee, and Notify Party
