An ATA Carnet is an international customs document administered by the International Chamber of Commerce (ICC). It allows businesses to temporarily import goods into multiple countries within one year without paying duties, VAT, or posting bonds. For companies participating in overseas exhibitions, roadshows, sports events, product demonstrations, or film production, the ATA Carnet is the most efficient and cost-effective way to move equipment across borders.
What Can an ATA Carnet Be Used For?
ATA Carnets cover three major categories of goods:
1. Exhibition and Trade Fair Goods
Products, machinery, models, artwork, and display items for international exhibitions and trade events.
2. Commercial Samples
Samples carried by sales teams for buyer presentations, product demos, or marketing activities.
3. Professional Equipment
Cameras, broadcast gear, musical instruments, medical devices, engineering tools, sports equipment, and other specialized tools used for work or performance.
Note: Consumables, food items, perishables, and dangerous goods are generally not eligible for ATA Carnet use.

How ATA Carnet Works (Air & Ocean Logistics)
1. Taiwan Export
- Carnet holder must present the original ATA Carnet at customs for export stamping
- Both air and ocean shipments may require physical inspection
- Export clearance must be completed before goods are loaded
- Present the original ATA Carnet upon arrival
- Customs will stamp the import voucher, allowing duty-free, bond-free temporary entry
- Re-export date may be recorded by local customs
- Goods must not be sold, consumed, altered, or replaced
- All serial numbers and quantities must match the Carnet exactly
- Before goods leave the country, customs must stamp the re-export voucher
- Missing stamps may lead to duties, VAT, and penalties
- Present Carnet for re-import stamping
- After all pages are properly stamped, return the Carnet to TAITRA/ICC for final discharge
